Human Resources Specialist

At the GS-09 level:
Incumbent will be in a trainee status, receiving close supervision and mentorship on staffing and recruitment work. Performs human resources management work in two or more of the following areas:
staffing and recruitment, advisory services, pay and leave administration, automated systems or assists higher graded specialists with vacancy announcements. Participates in development of training and presentations related to human resources topics; advises unit employees on routine issues such as leave, pay issues, pre-employment requirements and onboarding process; serves as the seasonal recruitment representative to the National Staffing Office. Performs routine and basic staffing with close review from higher graded specialists. At the GS-11 grade level:
At the full performance level, incumbent will perform cross functional advisory services to managers regarding recruitment, position management, classification, and staff authorities on a wide variety of complex issues. Performs the full range of recruitment activities, including development of job analysis, crafting assessment tools, issuing vacancy announcements, evaluating applicants and issuing registers. Incumbent advises managers on appropriate use of staffing authorities and associated guidance. Uses automated staffing systems to perform all phases of staffing and recruitment workload. Assists higher graded specialists with complex policy issues. Reviews work of lower graded staff members and assists SHRO Lead with training of staff members. All qualifications must be met by the closing date of this announcement-05/12/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
supporting staffing operations which requires knowledge of technical phases of the recruitment and internal placement of the merit promotion program to include multiple recruiting strategies such as delegated examining unit, direct hire authorities (Schedule A, Veterans Recruitment Appointments); knowledge of OPM regulations used in these recruitment and placement strategies; independently determining qualification requirements for common positions for candidates to include basic qualifications; providing technical support for Human Resource operation work activities such as onboarding as well as coding and processing personnel actions . You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a Master's, or equivalent degree, or at least 2 full years of progressively higher level graduate education leading to such a degree in human resources management, public administration, or LL.B or J.D. (Note education must be in a field that demonstrates the knowledge, skills and abilities necessary to perform human resources work) (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take your number of completed course hours and divide by 30 to obtain a percentage. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. This position performs staffing and recruitment work in a delegated examining unit, and possession of Delegated Examination is required. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
1) performing the full range of human resource duties in recruitment and placement AND at least one of the following areas:
position classification, position management, pay administration, benefits; and 2) providing technical advice and assistance to hiring managers and employees on a variety of human resources processes and/or procedures. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a Ph.D, or equivalent degree, or at least 3 full years of progressively higher level graduate education leading to such a degree in human resources management, public administration, or LL.B or J.D. (Note education must be in a field that demonstrates the knowledge, skills and abilities necessary to perform human resources work) (One year of graduate education is 18 semester hours or 27 quarter hours). The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
