Supervisory Natural Resources Specialist

Manages and serves as the principle on natural and cultural resource management, lands, planning, compliance, interpretation, education, information, visitor center operations and provides substantial input into the formulation and implementation. Develops and maintains numerous partnerships with federal, state, county and municipal governments, educational, university as well as non-profit partners. These include on-going relationships, projects and programs with the agencies which comprise the membership of the Southern Nevada Agency Partnership (SNAP), Arizona Game and Fish, the Nevada Department of Wildlife, other federal agencies, state and federal environmental oversight agencies, the Southern Nevada Water Authority, Colorado River Management Teams, and alliances. Ensures that technical data and records are organized using NPS guidelines, formats, and systems and records are retrievable as needed by park staff and management. Ensures that all lnteragency Agreements, Cooperative Agreements, Memorandum of Understanding and other related resource documents are in place, current, and accurately reflect NPS policy and the park's resource management and visitor service objectives. Performs the full range of personnel management responsibilities. Through subordinate supervisors, manages all staff and work completed in the division containing up to 100 employees including full time, part time, and temporary employees. Additional staff includes interns and volunteers who are employed year round. Staff Is dispersed throughout the park, and some employees work up to two hours away from their direct supervisor. Ensures equal opportunity for all employees supervised including in the selection of employees for train1ng, promotions, awards, and recognition, and other career development opportunities. Works with subordinate staff to develop Division priorities, staffing plans, and budget needs. Develops and provides oversight to a multi-million dollar budget. Manages multiple soft funded accounts, which vary from year to year from a variety of sources including NPS Natural, Cultural, and Interpretive Fund sources, grants, FLREA Fee Project Funds, Southern Nevada Public Lands Management Act (SNPLMA) Capital Improvement and Conservation Initiative, general donation, cooperating association donation, exhibit and maintenance cyclic funds, All qualifications must be met by the closing date of this announcement-05/20/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-14 grade level, you must possess the Basic Positive Education Requirement and the following minimum qualifications by close of the announcement:
Basic Positive Education Requirement for GS-0401:
Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- A combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. -AND-
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service planning, managing, and directing a complex multifaceted program in natural and cultural resources; managing a visitor services, interpretation, and education operation; providing input onto the formulation and implementation of organizational policies, long term strategic goals, planning efforts and administrative procedures and goals; developing and maintaining partnerships with federal, state and local governments, educational, university and non-profit partners; developing and managing large budget in multiple accounts; managing a diverse staff whose work includes natural and cultural resource issues, visitor services, education and interpretive activities. The check will bounce and the victim is left responsible.
