Supervisory Park Ranger (P)
Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency. Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Serves as a Federal Law Enforcement Officer, commissioned by the National Park Service with responsibility for performing duties including; detection and investigation of violations of the Federal criminal laws, apprehension and detention of violators, the protection of life and property and enforcement of all applicable laws, regulations protecting and ensuring the safe use of National Park resources. Plan, design, organize, direct and lead a busy Visitor and Resource Protection program in a high volume Park environment. Oversight and leadership for law enforcement, emergency medical services, structural fire, boating, and search and rescue operations. Provides direct supervision for up to 3 GS-11 Supervisory Park Ranger (P), and indirect supervision of up to 8 field staff. Manage human fiscal resources by ensuring that staffing meets organizational goals. Recruit, hire and manage performance of staff. Works to ensure that financial resources are managed through planning and ongoing monitoring of expenditures. Represents park on several multi-agency and multi-discipline teams and work groups. Works with various organizations to achieve program goals. Communicate effectively orally and in writing with a wide range of stakeholders. This position represents the Ranger Division and NPS both within the park and to a wide range of community and public and private stakeholders. Wildland firefighting and other forms of field work demand a high level of fitness to safely perform arduous, day-long work in difficult environmental conditions, including steep terrain, extreme temperatures, altitude, and smoke, and to meet unforeseen emergencies. This position requires that you pass a Pack Test, a job-related test of the capacity for arduous work. It consists of a 3-mile hike with a 45-pound pack over level terrain. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified component being measured. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. The PEB is a fitness test consisting of five different components:
1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. All qualifications must be met by the closing date of this announcement-04/15/2020-unless otherwise stated in this vacancy announcement. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Credit will be given for all appropriate qualifying experience. Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent, by 04/15/2020. This is a secondary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed:
1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification by 04/15/2020. Must have a current, valid State Driver's License by 04/15/2020. Must possess or be able to successfully obtain and maintain Wildland Fire Fighter certification (S130/S190) by entrance on duty. Must possess or be able to successfully obtain and maintain National Fire Protection Association Fire Fighter II certification. At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service directing and/or supervising a law enforcement and resources protection programs, interpreting regulations and policy directives related to law enforcement and natural resource protection that included evaluating law enforcement program activities based on funding to determine objectives, amount and location of work, as well as the type of resources needed for the program; reviewing law enforcement case reports to ensure compliance with policy, mutual aid agreements, cooperative agreements and memoranda of understanding; investigating criminal activity, conducting investigations of applicable Federal or state laws.
