Will be required to carry a firearm while performing duties and maintain firearm proficiency and must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Serves as a Federal Law Enforcement Officer, commissioned by the National Park Service under the direction the Deputy Superintendent at Lake Mead National Recreation Area (NRA). Serves as a senior law enforcement official in order to ensure the accomplishment of the law enforcement mission of the park. The Division's primary law enforcement rangers investigate, apprehend, or detain individuals suspected or convicted of offenses against the criminal laws of the United States committed within the jurisdiction of the National Park Service. Provide oversight and direction to multiple occurring events within a large geographic area during periods of peak visitation. Develop park emergency response plans to ensure visitor and employee safety. Direct law enforcement personnel in the investigation of felonies and misdemeanors. Direct and manage a special park use program in compliance with legislation, regulations, and standard operating procedures in relation to special use permits. Directs and manages a program that includes emergency medical services, search and rescue services, wildland fire, structural fire, and aviation. Supervise through subordinate supervisors a remote pool of permanent, temporary, and volunteer staff to support a comprehensive visitor and resource protection program. Perform ALL aspects of hiring permanent and temporary staff and managing performance. Effectively deal with employee conduct and performance issues and resolve complaints and grievances. Assure that all supervisory management responsibilities are carried out in accordance with Federal laws, policies, and guidelines. Ensure that applications of equal opportunity principals are legal requirements to achieve a highly skilled and diverse workforce. Interpret and apply policy, guidelines, and best management practices to plan, manage and coordinate a complex visitor and resource protection program to meet park objectives with a remote staff of permanent and temporary employees and volunteers from multiple disciplines and program areas. Plan, schedule and direct work associated with visitor and resource protection programs. That includes front country, backcountry and wilderness areas. Plan, schedule, and direct work associated with a 24/7 communications program and emergency incident communications center. Manage an operation complicated by geographic dispersion of resources and employees. Evaluate programs for effectiveness and compliance with regulatory and procedural standards to include control audits and implement corrective changes as necessary. Plan, program and allocate a budget (approximately 6-9 million dollars) from multiple fund sources to address long and short range management needs across competing priorities. Ensure the appropriate and accurate planning and tracking of expenditures of the division's budget allowing for multiple personal and non-personal services activities. Develop accurate and effective budget requests for a variety of funds sources including agency y sources and partner grants. Develop, negotiate, and implement cooperative and financial assistance agreements. Apply federal acquisition/contracting processes for contracts. Participate effectively in an executive leadership team and contribute to broader organizational goals while representing division requirements. Enable effective decision making by offering and considering a variety of viewpoints examining alternative, negotiating or reconciling conflicting viewpoints. Interact with a variety of partner and interest groups, communities, and the media to convey park information with tact and diplomacy formally and informally. Establish and maintain strong working relationships with other law enforcement and fire management organization representative. Develop law enforcement and fire management agreements with other state, local, federal, or private agencies to protect natural and cultural resources, or to obtain services related to law enforcement programs. Represent the park on issues characterized by a high level of political sensitivity or controversial programs and policies. Prepare correspondence, briefing statements, reports, or other written communications using proper format, spelling, grammar, and punctuation. Write clear and thorough responses to congressional inquiries. All qualifications must be met by the closing date of this announcement-04/06/2020. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Applicants must meet ALL of the following to qualify:
Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent, by 04/06/2020. This is a secondary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed:
1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must be able to obtain a National Registry Emergency Medical Technician-Basic certification. Must be able to obtain a First Responder and CPR Certification (or higher level certification). Must have a current, valid State Driver's License by 04/06/2020. Must be able to successfully obtain and maintain Wildland Fire Fighter certification (S130/S190). Provide a copy of your Red Card with your application if you currently possess this certification. Must be able to successfully obtain and maintain National Fire Protection Association Fire Fighter II certification. This is a two week course that contains approximately 80% classroom and 20% drills. Please provide a copy of your certification with your application if you currently possess this certification. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service managing a law enforcement program including the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources; management or program specialist work involving the development and/or implementation of policy related to law enforcement and visitor protection in park areas or similar operations; or other similar work. You must include hours per week worked. Prior to appointment, must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and participate in Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components:
1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
