Financial Manager (MPP-LRT)

Responsible for technical and administrative supervision over budget analysts, accountants, program analysts, and other support personnel. Plans and assigns work, develops and evaluates performance standards, advise and counsels employees on administrative matters such as; interviewing candidates, hearing and resolving complaints, disciplinary measures, and identifying developmental and training needs. Manages the financial operation in conformity with comprehensive policies and procedures established by Bureau of Reclamation (BOR) and Department of Interior (DOI) to ensure the integration and coordination of accounting, budgeting, performance, financial management reporting, and program analysis activities. Serves as the regional advisor and authority on financial matters such as:
Executive Branch views of the role and mission of Reclamation and its constituent elements; guidelines and policies of Reclamation; background information on executive and legislative intent contained in records of Congressional hearings; and the views of other Federal agencies and state government officials, as these concern budgeting, accounting, and programming issues. Plays lead role in communicating water and power-related financial issues working through the Washington Budget Office to various internal and external entities, including Congress, Office of Management and Budget (OMB), irrigation districts and state water user organizations. Directs all aspects of the planning, analysis, formulation, justification, presentation, execution, and review of the regional multi-year program. GS-14:
In order to qualify for the GS-14 grade level, your resume must reflect 1 year of specialized experience equivalent to at least the GS-13 grade level in Federal service. Specialized Experience for GS-14:
Defined as experience leading an accounting, auditing and budgeting program; reviewing multi-year budgets and financial management of a large multi-faceted organization in support of a complex integrated financial management system, assuring compliance with internal and external regulations and guidelines. Experience should also demonstrate the ability to provide supervision, leadership, guidance, and direction through subordinate supervisors and staff on Financial Management programs to include budgeting, accounting, performance management, and internal control components. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
