Equal Employment Specialist (MPP-LRT)

The following duties are at the full performance level. The incumbent will serve in a developmental capacity within the level of independence of each grade level. The incumbent serves as the Program Manager for one or more major programs inherent in EEO work; such as, EEO Complaints, Diversity, and/or Special Emphasis Programs. Processes and performs the full range of work related to processing EEO pre-complaints in accordance with EEO laws, regulations and DOI/Reclamation policies and directives. Counsels the aggrieved, conducts mediation, writes and review for technical adequacy EEO counselor reports, and writes responses to the aggrieved or representative in response to the complaint process and content. Annually and/or as needed conducts a barrier analysis of the workforce, identifies potential triggers or barriers, develops, prepares, and delivers various presentations with recommended solutions to remove any triggers or barriers. Collaborates to develop Management Directive 715 and inherent and other EEO-related reports. The incumbent provides advice and assistance to all levels of management, requiring a high degree of understanding and cooperation. GS-09:
In order to qualify for the GS-09 grade level, your resume must reflect one year of specialized experience equivalent to at least the GS-07 grade level in Federal service; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.Specialized Experience for GS-09:
Defined as experience interpreting laws, regulations and executive orders related to the Equal Employment Opportunity Program, and experience processing informal complaints toinclude advising employees regarding the complaint process. GS-11:
In order to qualify for the GS-11 grade level, your resume must reflect one year of specialized experience equivalent to at least the GS-09 grade level in Federal service; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.Specialized Experience for GS-11:
Defined as experience advising management and employees on EEO related programs; performing limited fact finding on complaints of discrimination and providing technical guidance and assistance on the informal complainant process to individuals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly reflect the experience/education listed above. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
