Supervisory Facility Operations Specialist (Chief of Maintenance)

Responsible and accountable for developing and implementing a park program to ensure maintenance and preservation management of park facilities. These responsibilities include overall management of planning, design, and construction programs; maintenance of park roads, trails, facilities, and extensive infrastructure; management of the park housing program; management of the park hazmat program; development of environmentally friendly compatible programs for rehabilitation, maintenance, and operation of all NPS facilities. Develops short and long range goals for operations and maintenance of the park using facility management software systems and develops project and prioritizes requirements in the Project Management Information System. Develops work plan for the division to include daily operations performed by in house staff and large rehab and cyclic projects performed by contractor. Develops divisional budget and monitors expenditures for all programs involving multiple accounts and varying fiscal years. Establishes priorities for all facility needs from numerous funding sources to include cyclic, repair/rehab, rec fee, housing rehab, line item construction and alternative funding. Manages multi-million dollar ONPS and capital improvement program. Prepares presentations on park projects that involve complex and sensitive topics. Brief park management staff, region and WASO staff on facility management issues and prepare for meetings with regulatory agencies on projects. Work with staff and park partners to achieve consensus on issues dealing with facility management. Serves as technical expert for the park in matters related to facility design, construction, maintenance, and public health. Responsible for review of all proposed construction projects for conformance to approved planning, environmental compliance requirements and to ensure that proposed designs meet all engineering codes. Communicate with various levels of staff with in the park (to include concessions), regional and WASO offices. Works with Federal, state and local regulatory staff on required permits, design documents and construction approvals needed for park projects. Works closely with Denver Service Center on projects to develop scope, award projects as well as interfaces with contractors within the park. Carries out the full range of first and second level supervisory duties include planning the work, assigning it to subordinates, set priorities, schedule work, evaluate performance and identify training needs for the employees. Staff consists of engineers, landscape architects, housing officer, facility manager, utility system manager, and admin staff ranging from GS-07 to GS-13. Employee is one of two union negotiators in the park who negotiates wages and working conditions. All qualifications must be met by the closing date of this announcement-02/04/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors) supervising professional and administrative staff in the disciplines of engineering, architecture, landscape architecture, facility specialists, and budget/accounting or experience managing a facility operations and maintenance program (Utilities, Roads, Trails, Buildings, and Grounds). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
