As a Human Resources Specialist, you will:
Perform the full range of recruitment tasks authorized under the Office of Personnel Management Delegated Examining Certification, advise selecting officials of procedures and requirements governing Certificate of Eligibles, category ranking and rules covering applicants with veterans' preference; Serve as senior Human Resources Specialist performing the full range of tasks in assigned program functions such as recruitment and placement, position management, pay administration, etc.; Utilizes a wide variety of hiring authorities, both competitive and non-competitive, provide human resources services to a variety of customers, and works with a side variety of occupations series (both General Schedule (GS) and Federal Wage System (FWS) covering permanent, seasonal, temporary ad TERM positions; analyzes difficult options regarding application of program flexibilities to specific organizational problems and operations, uses automated staffing systems to provide quality candidates to selecting officials, develop on-line assessment questionnaires relevant to position requirements and assigns appropriate weight to each factor; Conduct job analysis with managers by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements, validate applicants qualifications and ratings, guides managers in developing and selecting appropriate criteria for evaluating job candidates and explains determinations to supervisors, managers, and job applicants; inform applicants of hiring decisions and coordinates release dates or other required staffing actions; may serve as the SHRO representative to the National Staffing Office (NSO) for seasonal recruitment; Provide cross-functional consultation and advisory services to managers regarding recruitment, staffing, classification and position management strategies; handles difficult and complex situations with courtesy and tact, and effectively manages multiple, and often conflicting priorities; and Advise managers and employees on procedures and requirements of the automated systems, provide support and acts as lead HR Staffing Specialist and Classification representative, providing instruction and oversight for all SHRO staffing and classification functions; plan, distribute, and monitor work assignments; evaluates work performance and provides feedback to others on their performance. Duties will be developmental in nature when filled below the full performance level. All qualifications must be met by the closing date of this announcement-01/17/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. This position primarily conducts staffing functions and requires Delegated Examining Certification, either current or previously certified in the past 3 years. SPECIALIZED
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes performance of the full range of human resources duties in at least two of the following areas:
staffing, position management, performance management, pay administration, benefits, employee relations, and labor relations. The work at this level should have included providing management advisory services to supervisors and managers in the functional areas assigned. You must include hours per week worked. -OR- EDUCATION:
Successful completion of a related LL.B. or J.D., Ph.D. or equivalent doctoral degree, or at least three full years of progressively higher level graduate education leading to such a degree in one or a combination of the following fields:
human resources management, public administration, business administration, finance, personnel law, industrial management, quantitative methods, organization and management, or other related fields. You must include transcripts. -OR- Successful completion of a combination of education and specialized experience as described above. To combine education and specialized experience, first take 6 months of specialized experience (50% specialized experience) and 45 semester or 68 quarter hours of graduate education as described (50% of the education requirement). You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
