Portfolio Manager (MPP-MW)

At the full Performance Level:
- Serves as the Program Manager responsible for the overall coordination of Engineering Services Office's (ESO) project portfolio. -Serves as ESO's scheduler and monitor of all ESO projects in regard to budget, cost estimates, resources, project timeframe, status of projects, and major issues. - Assigned to develop project schedules and budget tracking for each of the projects. - Responsible for updating all project information in the ESO project portfolio database on a regular basis. This information includes milestones, budget, resources and any other information pertinent to the project. Also work with staff to ensure scheduling software files are updated when changes to schedule or resources occur. - Manages and performs work involving project milestones and budgets. Reviews individual project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost as well as overall program accomplishments. Formulates alternative action proposals on the basis of review findings. Documents results of investigations and alternative action proposals.- Ensures that individual project objectives, milestones and budgets are accomplished within the overall program objectives. Prepares and answers correspondence relevant to projects/programs. Prepares fact sheets, issue papers and decision documents as necessary. Ability to brief management on status of work projects for the organization. GS-9:
In order to qualify for the GS-9 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-07 grade level in Federal service; or Master's degree or equivalent graduate degree or two (2) years of progressively higher level graduate education leading to such a degree related to the position being filled. Specialized Experience for GS-9:
An example of specialized experience is providing support services in the areas of project or portfolio management related to budgeting, contracting, and engineering. In addition, experience must include working with a financial management data system(s). GS-11:
In order to qualify for the GS-11 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-09 grade level in Federal service; or a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related to the position being filled.Specialized Experience for GS-11:
Defined as experience working as a team member with experience in project management. Resume must reflect use of project management techniques and assisting with preparation of scopes of work, work schedules, and budgets for technical programs. Skilled in organization in order to analyze, interpret and evaluate concepts and data from a financial management system in support of budget development, cost estimates, resources, timelines or status reports related to project or portfolio management.GS-12:
In order to qualify for the GS-12 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-11 grade level in Federal service.Specialized Experience for GS-12:
Defined as experience analyzing, managing and coordinating multi-purpose projects involving a variety of internal and external stakeholders. Experience in developing project schedules and budget tracking for assigned projects. Experience in analyzing, interpreting and evaluating data from financial systems in order to develop budgets, create service agreements, track cost and monitor execution of cost associated with budget, project or portfolio management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly reflect the experience/education listed above. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
