Budget Analyst (DEU-LRT)

At the full performance level, incumbent:
Provides review and oversight services for the formulation, justification and execution of the Lower Colorado Region's program and budget submissions, and coordinates the efforts of Regional Office management officials, and area office managers to produce integrated programs and budgets. Prepares regional supplements and instructions for establishing budget and program policy and procedures for managers throughout the Region based upon guidance from the Office of Management and Budget (OMB), the Departmental, and Reclamation's Reclamation Manual, Directives and Standards, Business Process Memorandums, and established internal controls. Performs the necessary analyses and reviews to insure that proposed programs (including all estimates, schedules, narrative justifications, and other supporting documents) are factual, adequate, and are in compliance with regulatory requirements. Exerts influence on the discretionary use of funds by providing expert advice and recommendations concerning the cost and benefits, funding deficiencies and priorities of proposed actions to management throughout the Region. Advises management of any issues/concerns or technical matters for assigned projects/programs. Performs timely analysis, development and provision of progress and statistical reports to the Regional Budget Officer, Financial Manager and program manager(s) to assure maximum resource utilization and program accomplishment. In order to qualify for the GS-11 grade level, your resume must reflect one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 grade level in Federal service; OR A Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.Specialized Experience for GS-11:
Defined as experience comparing figures in relationships between program plans and budgetary data; monitoring and tracking of obligations and expenditures; and expressing thoughts in a logical written format. GS-12:
In order to qualify for the GS-12 grade level, your resume must reflect one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 grade level. Specialized Experience for GS-12:
Defined as experience preparing and advising on the development of multi-year program schedules and budgets. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly reflect the experience/education listed above. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
