Budget Analyst

Serves as a technical specialist for budgetary matters. Applies knowledge to review and analyze the overall budget to ensure preparation and use of the funds are in accordance with allocations, policies, procedures, laws, and required formats. Assures recommended budget for program operations is in a format consistent to guidance and acceptable to reviewing authority. Prepares budget summaries, compiles status of funds, adjust accounts, and assists in preparation of support justifications. Identifies, categorizes, and analyzes quantitative financial data. Analyzes costs and benefits of different levels of program operation. Uses various software computer programs in support of budget and financial operations for the park. Programs are utilized to plan, develop, program, track and reconcile documents, in AFS4, FBMS, PMIS, OFS, excel, word, etc. Communicates orally to prepares and present budget justifications, analyzes and provide guidance on various policies, regulations, and standards. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is monitoring status of funds or financial transactions for an organization; analyzing and reconciling budget and fiscal documents; assisting with or developing budget submissions; generating a variety of written documents, reports, etc., to communicate detailed financial information; and explaining, recommending or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related (business administration, economics, accounting, finance, and/or public administration). You must include transcripts. -OR- COMBINATION:
Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
