Supervisory Contract Specialist (MPP-LRT)

Serves as the Director of Acquisitions and Assistance Management Office (AAMO) for the Lower Colorado (LC) Region. As principal officer, renders specialized advice and counsel to the Regional Director, Deputy Regional Director, Regional staff officials, and field offices. Responsible for the oversight, implementation, and accomplishments of the Lower Colorado (LC) Region's acquisition programs and initiatives. Responsible for maintaining the independence and integrity of the Lower Colorado Region acquisition programs. The incumbent is responsible for providing senior-level management advice and counsel, as well as serving as a buffer for the acquisition workforce when their independence is questioned or hampered. Establishes regional policies, standards, and procedures for the administration of a Region-wide procurement program. Responsible for management of assignment, solicitation, award, post-award administration, and close-out. Oversees all pre- and post-award administration activities and ensures timely close-out of all actions. Exercises supervisory control and authority over activities of AAMO including subordinate offices, supervisors, and employees ranging in grade from GS-5 to GS-13. Conducts and/or supervises acquisition management reviews and evaluations of subordinate offices. BASIC QUALIFICATION REQUIREMENTS FOR GS-14:
Applicants must first meet the Basic Qualification Requirements listed below:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position -AND-B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.C. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.DEFINITION OF SPECIALIZED EXPERIENCE FOR GS-14:
Experience analyzing procurement requests to determine requirements, types of contracts, and acquisition plans; recommending changes to statements of work and specifications; planning of negotiation strategy; and supervising or leading a small team or office. Work experience will include planning, developing, implementing, maintaining, and administering all contractual aspects of a procurement/acquisition program; and may include experience overseeing grants and agreements and financial assistance programs; and experience with negotiation techniques, cost/price analysis, legal and regulatory interpretations, and subcontracting requirements. The incumbent of this position may be delegated as Level III contracting officer. As such, applicants must already possess current training requirements to obtain a FAC-C III certification.MANDATORY TRAINING COURSES:

Plus all required Level I & II training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
